Patrick Way Consulting Inc. is an experienced team that has been working with with environmental regulators in the Sacramento Valley to develop GIS applications for managing environmental regulations. This experience includes skills ranging from working with
Department of Agriculture biologists on pesticide data input, to high level software/hardware design
and development. Patrick Way Consulting Inc. team members have worked with Ag biologists to receive,
organize, and refine field data required for pesticide tracking. This activity has been performed with
virtually all versions of the software applications used in recent years. Pat Way, the company
founder, has been intimately involved with the software development that has occurred as the
technology has evolved. Tracking technology has moved from independent applications of
proprietary software, like ESRI Arcview, and Foxbase database programs, to the integrated open
source package, AgGIS v3.

Pat was involved from the beginning by creating AgGIS, a software
package that began to integrate and customize the software packages used for tracking pesticides.
This software has been well regarded for its improvement in the efficiency and accuracy in tracking
pesticides. This application has become popular because of the overall efficiencies and user
friendliness it provides. Following this development, Pat has gone on to develop AgGIS v3, which
will provide even further advantages to the agricultural user.
Patrick Way Consulting Inc. transformed the existing restricted materials permitting program from a basic permit
data collection utility to a permit data analysis and environmental risk mitigation system. For the
first time County Agricultural Departments have the ability and tools to analyze, in real time, GIS-
based data including: soil surveys, surface water (e.g., lakes, rivers, streams, drains), estuaries,
reservoirs, ground water, water quality, hospitals, schools, playgrounds, parks, wildlife
management areas, livestock, sensitive crops, sensitive species habitats, and populated (e.g.,
residential areas, labor camps) or other sensitive areas. In addition, the database is time-aware so
material usage or permit history can be reviewed and analyzed through time. In addition, it is
possible to import any standard shape file, including aerial imagery, into the database without having to create new tables.
